West Brom and Charlton will be against rule

FIFA President Sepp Blatter has called for a radical plan to limit the number of teams in each European domestic League to 16 teams, and has not given up on his plans for limiting foreigners.
Managers like Arsene Wenger will undoubtedly welcome a reduction in matches, but will not be quite so enamored by the Blatter’s plans for nationalizing squads.
On the other hand though, clubs like West Brom, Fulham and Charlton and the many others who battle to survive will definitely not welcome a reduction in the League, which would also mean a reduction in revenue.
Imagine the chaos in the season that the change, if it ever materializes, would cause. Assuming at least two teams were allowed to be promoted, that would mean six will be relegated.
Blatter, speaking to German newspaper Bild, said that teams and players are getting tired of playing a large number of games in a calendar year, and seeks to lower that number.
Currently, four of Europe's top leagues - England, Italy, Spain and France - have 20 teams in their top flight, while Germany, Holland and Belgium all have 18 teams.
‘FIFA can stipulate it and it is the wish of many clubs, but the FIFA need to order it otherwise it will never happen’, said Blatter of the plan to reduce the Leagues in size.
The world football governing body's head man also said he intends to make strides toward limiting the number of foreign players in each squad, using the English and German leagues as examples, where entire starting XI's can comprise foreign players.
Blatter had a plan to limit the number of foreign players rejected by the individual national associations three years ago, but does not intend to give up the fight.
